We are currently seeking a talented individual for the position of OMS Application Developer I - III.  The successful candidate will create, implement, and maintain outage management (OMS) and energy management (EMS) solutions for Systems Control & Reliability real-time (24X7) operations. Integrates OMS / EMS systems and information with other corporate enterprise applications both internally and with vendors and partners that ensure on-time, cost-effective delivery with minimal system and business impact while maintaining compliance with IT and product architecture.  Works directly with and supports clients, application vendors, service providers, and consultants to meet UNS business requirements. Develops applications, tools, queries, and reports supporting OMS /EMS clients (producers) and internal and external customers (consumers) using SQL, web, and map (GIS) resources.

Position-Related Responsibilities:

OMS/EMS Application Developer I

  • Participates in a team environment and performs assignments as requested by the group or team lead. Executes multiple project assignments and coordinates priorities with team leads and clients

  • Develops, troubleshoots, supports, and maintains OMS/EMS applications to support business processes

  • Supports application interfaces to enterprise systems in support of OMS/EMS operations

  • Meets OMS / EMS stringent uptime requirements (24X7) with after-hours availability and on-call rotation participation

  • Creates queries and reporting tools used in operational analysis of OMS / EMS information by various clients

  • Applies application changes using proper code control and development/test/production environment management

  • Continually increases understanding of utility business functions and processes and functionality in EMS / OMS systems and processes

  • Performs data quality assurance tasks needed to preserve the integrity of the OMS / EMS systems

  • Plays key role in testing application patches, modifications and upgrades.  Identifies and executes test cases and captures/compiles results

  • Works with business areas and technical support staff to troubleshoot problems related to data errors, application defects and client training

  • Communicates effectively, has strong organizational skills and strong problem solving skills

  • Performs other job-related duties as assigned by management

OMS/EMS Application Developer II

  • Proactively communicates and collaborates with clients to analyze information needs and functional requirements and deliver the needed products and solutions 

  • Possesses comprehensive knowledge of OMS/EMS applications and business processes and how they interface to other enterprise systems and processes

  • Educates clients in understanding the operations and capabilities of the OMS/EMS applications

  • Performs application configuration and maintenance tasks required to adjust the application to best serve the needs of the client community

  • Performs application requirements analysis, software specifications and review of vendors design documents as needed

  • Analyzes and recommends resolution of system problems, helps determine a course of action, and implements approved approach

  • Develops designs, program specifications, data access, output reports, and input specifications and assures that the design, programming, testing and documentation for assigned systems are correct, complete and up-to-date

  • This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

OMS/EMS Application Developer III

  • Identifies and defines opportunities and strategies to use information technology to simplify, integrate, and otherwise improve the organization's business and workflow processes

  • Performs feasibility evaluations, estimates system analysis and programming time, computer resources, and related costs

  • Designs and writes complex functional specifications and programs

  • Creates new custom solutions when supported applications don't include required functionality

  • Improves application proficiency in OMS / EMS systems and supporting technologies, as well as business processes and connected enterprise applications interfaced to meet those processes

  • Utilizes project management techniques to develop project plans and track progress to optimize project resources.  Coordinates project priorities with team members, team leaders and other Department groups and communicates with internal and external customers

  • Collaborates with other departments and teams to develop technical requirements necessary to implement a successful project with minimal risk

  • Assists in developing project plan resource scheduling, tasking and budgets

  • Performs the technical lead role for small to medium projects by assigning, directing and reviewing the work of team members

  • Serves as a mentor to other team members to enhance their capabilities

Knowledge, Skills & Abilities

  • Bachelor's degree in Information Technology or related discipline preferred. A combination of relevant education and business experience will be considered.

  • Excellent verbal and written communication skills and the ability to interact professionally with diverse groups and organization levels

  • Strong business and technical analytical skills required, including a thorough understanding of how to interpret customer business needs and translate them into technical and operational requirements.

  • Project management skills including ability to multitask, prioritize, set and meet deadlines, work independently, and perform tasks with emphasis on accuracy and attention to detail.

  • Working knowledge of enterprise information systems functionality and configuration 

  • Demonstrated skill in use of personal computer applications including Excel, Word, and PowerPoint 

Product Expertise and Technical Skills:

  • Developer/RDBMS: PL/SQL, SQL (Toad), Smallworld Magik, C#/C++ object-oriented programming, Smallworld Core Administration and Configuration, ArcGIS/ArcSDE, XML, Java, Web Application Services SOA Architecture, Python, SVN Code Management, Microsoft and Red Hat Linux OS. 

  • Outage Management/Geographic Information Systems: Smallworld and PowerOn OMS, ESRI ArcMap/ArcView

  • Energy Management Systems: Siemens' TG EMS, OSISoft Pi, Oracle DBMS

Developer l:  Minimum Qualifications:  High school diploma or GED.  Minimum two (2) years' experience or a Bachelor's degree in Information Technology, Computer Science or related disciplines.  Demonstrated ability to work both independently and as part of a team.  Preferred Qualification:  Bachelor's degree in Information Technology, or equivalent education and/or experience.  Experience with products and functionality EMS / OMS applications.  Excellent communication skills, both verbal and written.  Demonstrated aptitude for scripting skills.

Developer ll:  Minimum Qualifications:  Minimum five (5) years experience with some demonstrated abilities in project management and business requirements definition.  Ability to exercise flexibility initiative, good judgement and discretion.  Good organizational, time management, customer service and problem-solving skills and the ability to work accurately and meet deadlines with frequent interruptions.  Preferred qualifications of Level l.  Two (2) years experience with products and functionality in OMS/EMS applications.  Demonstrated aptitude for client needs assessment and requirements definition. 

Developer lll:  Minimum Qualification:  Typically has a minimum eight (8) years of demonstrated experience in application development, requirements definition, program development and systems design. Demonstrated ability to envision new software solutions.  Demonstrated ability to make presentations to customers or professional peers.  Preferred Qualifications: Preferred Qualifications of Level ll.  Five (5) years experience with products and functionality OMS/EMS applications and business processes.  Demonstrated aptitude for team leadership and project management techniques.
