Description
Leidos Exploitation and Visualization Services (EVS) are hiring Project Engineer to deliver the next generation of Geospatial Intelligence technologies.  The effort will harness GOTS, COTS and FOSS technologies to deliver advanced exploitation services.  The team will build and deliver new and innovative approaches to implement Geospatial Intelligence exploitation and production using web and cloud technologies.

This position is a project management manager to support the Program Management Leadership team to help design and engineer a next generation web based exploitation system. This position involves leading systems engineering activities that support protyping, building, and delivering new and innovative systems to implement analytics, exploitation, reporting and production using web and cloud technologies. 

The Candidate will need to have broad experience across multiple Project Management and System Engineering domains with a focus on analytics, understanding as the architecture evolves. The candidate will be responsible for learning existing system capabilities and working to support the design of the new capabilities and enhancements (to include Cloud Migration and Analytics design and development). 

Responsible for performing and providing technical direction for the development, engineering, interfacing, integration and testing of complex software/COTS solutions to include requirements/story board elicitation, supporting program reviews, developing concept of operations and interface standards, supporting the development of system architectures, and performing technical and non-technical assessments and management. The candidate will provide assessments on ROM/ECPs and lead package completion, oversee the readiness of deliveries. 

They will need to be strong contributor to the agile scrum teams, participating in daily scrums, and being proactive to work tasks and resolve obstacles. The candidate may also serve as a scrum master for a SW development scrum team. 

The applicant will also be responsible to assist with staffing and onboarding for the program.  Manages a small to mid-sized team consisting of experienced professionals. Leads, directs and reviews the work of team who exercise latitude and independence in their assignments. Provides primary input to hiring, firing, promotion, performance and rewards decisions for direct reports

Qualifications:

Required Skills:

  • Technical Writing
  • Experience working directly with the customer
  • Ability to communicate effectively and work in a collaborative environment
  • Strong communication skills (both written and verbal)
  • Strong presentation skills (all levels of management / customer)

Desired Skills:

  • Familiarity with the geospatial domain and technologies (Google Earth, Google Maps, ArcGIS, WMS, WFS, KML)
  • Experience with Amazon Web services.
  • Software Development using JavaScript, Node.JS, Python, SQL, ESRI Model Builder.
  • System (hardware, software and networking) Design and Architecture
  • Understanding of SW development methodologies (Agile)
  • Cost and work Estimation (excel)
  • Experience with and understanding of Open Geospatial Consortium (OGC) standards.
  • Experience with and understanding of geospatial and imagery exploitation products and processes
  • Understanding of API management and web analytics
  • Knowledge of the Jira Project & Issue Tracking SW. Knowledge of SharePoint Collaboration Tool 

EDUCATION & EXPERIENCE:

Requires BA/BS or equivalent experience and 5+ years or prior relevant experience or Masters with 3+ years of prior relevant experience. Generally has 2+ years of experience supervising or leading teams or projects.
