The Regional Quality Assurance Supervisor reports to the National Quality Program Manager, and also receives day-to-day field assignment instructions from the Regional Construction Manager.  This position ensures that the B&W Quality Program is effectively implemented in their region, meeting all required customer, jurisdictional and code obligations.  Along with providing pre-job planning activities, on-site quality control supervision and inspections, the Regional Quality Assurance Supervisor also ensures that all job sites under their responsibility are staffed with competent and qualified inspectors.  When required, this individual will be required to travel to, and provide on-site quality supervision and inspections in other regions of Canada.  Between site projects, this position will also assist the National Quality Program Manager with various initiatives to support continuous improvement objectives. 

Effectively administers the Quality Program 

  • Ensures the B&W Quality Program is effectively implemented within the assigned region, including field site activities.
  • Ensure adequate quality control staffing levels on field sites. 
  • Supervise quality control activities on field sites, including 3rd party non-destructive examinations, heat treatment, inspections, etc.
  • Where the quality control scope is limited, and does not require additional quality control staff, the Regional Quality Assurance Supervisor will be responsible to perform all duties within the Quality Program.  This would include, but not limited to, review of receiving documents, visual inspections, compiling and maintaining all quality control document packages, etc.
  • Liaise with local authorized inspection agencies, customers, B&W field site personnel and head office support personnel, etc., to ensure all code, customer and B&W requirements are fully implemented.
  • Selection of weld procedures specific to the required applications.

Proposal Specifications

  • Review customer specification requirements, providing feedback to the proposal manager.
  • Review proposed scope against B&W standards, provincial legislation, codes, etc.

Develop and Maintain quality control inspection resources

  • Recruiting quality control personnel when needed, placing employee requisitions, and maintaining the region's quality control inspector resource list for future opportunities.  The successful candidate will also be responsible for arranging 3rd party non-destructive examination services, and other special process support at field sites.
  • Ensure our quality control resources have the skills, knowledge and tools to effectively execute their assignments.

Responsibilities outside of assigned region

  • When work load is reduced within the assigned region, additional responsibilities in our other Canadian regions may be assigned.  This includes, but not limited to, supporting our quality control teams in the two other regions on job sites (performing quality control inspections or filling quality control lead positions).  Travel required.

Continuous Improvement

  • Along with implementing B&W's non-conformance and corrective action programs, this individual will participate in performing audits and root cause investigations, and other continuous improvement projects as required by the Quality Program Manager.

Additional duties will be assigned on an as-needed basis, and within the scope of the Regional Quality Assurance Supervisor position.

Qualifications

  • Five years of progressively responsible quality control assignments on industrial job sites, preferably with experience in boilers, piping and pressure tanks/vessels and other auxiliary equipment.
  • Supervised inspection activities on small through large industrial job sites.
  • Ability to select the correct weld process/procedure based on materials, thicknesses, and other special requirements.
  • Strong knowledge of various ASME and CSA Codes.  Able to interpret and apply the requirements from Provincial Regulations and various industry standards.
  • Preference will be given to applicants with a technical diploma.
  • CSA Level I Inspector (minimum) and willing to work towards Level II or III.
  • Strong computer aptitude.
  • Based on the employee's provincial location (Ontario or Quebec), the position will be home based or within an office setting.
