This position may support multiple state regulatory jurisdictions across Dominion's regulated gas distribution businesses with primary support for Public Service North Carolina's regulatory activities. Strong accounting skills and financial analysis ability is highly beneficial in this role to support the regulatory initiatives of the company.
This role ensures the timely filing of rate applications and compliance documents. Oversees, develops, and prepares technical analysis. Evaluates the need for regulatory filings independently. Ensures implementation of approved rates and determination of appropriate accounting. Oversees, develops, and prepares regulatory filings and tariffs, work papers, documentation, analyses, discovery responses, and testimony. This position will take the lead in the pricing of products, services, and cost recovery mechanisms. Oversees, develops, and prepares pricing studies, by coordinating competitive analysis, cost allocation studies, and other technical analysis. Monitors and analyzes regulatory changes. Ensures compliance with regulatory commission directives.
Provides research, or gathers supporting information, that may be presented to regulators, internal counsel, external counsel, and outside consultants. Oversees, develops, and prepares studies, for expert written testimony, oral testimony, and negotiations. Will assist in preparation of pricing and load forecast assumptions for financial forecasts. May be asked to testify as an expert witness. Will assist with reconciling financial modeling data to the company's regulatory accounting books. Will assist with analysis of regulatory earnings and revenue requirements of current and future periods which may support rate adjustment clauses.
Required Knowledge, Skills, Abilities & Experience
Regulatory Analyst II: 3+ years of demonstrated accounting or finance experience and/or experience in state and/or federal regulatory and rate setting process.
- Demonstrated knowledge of advanced financial, accounting and/or tax concepts, and regulatory issues.
- Outstanding analytical, computer, problem assessment, and problem-solving skills.
- Excellent oral communication, written communication, presentation, coaching, and teaching skills.
- Strong Excel skills.
- Ability to evaluate and recommend courses of action, in response to inquiries.
- Ability to be an expert witness.
Regulatory Analyst III: 5+ years of same experience above.
Preferred at both levels: 1+ years' experience in state regulatory jurisdictions & CPA
Education Requirements
Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:
