The City of Pasadena Water and Power Department, Power Delivery section is seeking a team oriented leader with excellent interpersonal skills to plan, direct and supervises a section of professional and para-professional engineering teams responsible for power distribution projects and related systems such as overhead and underground systems consisting of vaults, pull boxes and conduits, oil containment, and substation upgrades/additions, and system protection and relay coordination, in addition to distribution line extensions and upgrades to serve new or existing customers.

IDEAL CANDIDATE

The ideal candidate will have eight years of experience or more as a power delivery section head in an engineering division with responsibility for planning, organizing, directing and reviewing the work of staff engaged in the preparation of plans, specifications, designs, estimates, schedules, inspections, surveying, and project management activities for a variety of power delivery projects and programs. The ideal candidate will use initiative and independent judgment in negotiating, prioritizing project activities, exercising cost and budget controls, and in ensuring the coordination, quantity and quality of work performed in accordance with project goals.

  • plans, organizes, directs and reviews the work of professional and para-professional engineering teams in the preparation of engineering plans, specifications, designs, cost estimates, reviews and sets requirements for various types of power delivery projects, easements and legal descriptions, plan checks, construction inspections, and materials testing for a wide variety of construction and maintenance projects; performs traffic engineering and transportation planning activities and studies
  • serves as project manager or project engineer on capital improvement projects
  • prepares cost estimates and projections
  • develops schedules, procedures and time lines
  • prepares right of way plans, acquisition and environmental documents and reports
  • writes Engineering Job Orders
  • coordinates work with other City departments, outside agencies, contractors and consultants
  • develops and monitors systems and procedures for contract administration to ensure compliance with technical and legal requirements
  • participates in the selection of consultants and contractors
  • prepares, reviews and approves contract documents and reports, plans and specifications
  • estimates construction costs and time requirements
  • provides engineering services and consultation to a variety of field and office personnel
  • oversees the construction inspection and survey of various types of power delivery maintenance and construction projects
  • performs difficult engineering work, contract administration, highly specialized design, research, analysis and economic evaluations
  • prepares and submits a variety of documents and reports including agenda and project reports
  • prepares complex grant applications for project funding from various governmental agencies
  • participates in the development and administration of the Capital Improvement Program and Operating division budgets
  • monitors and ensures cost containment within project and section constraints
  • supervises and evaluates the work performance of subordinate personnel
  • provides counsel and administers discipline to subordinates
  • develops and maintains effective working relationships with contractors, vendors, outside agencies, the public and City staff; represents the City at public and joint powers meetings
  • reviews plans prepared by developers, consultants and utility companies
  • researches new materials and techniques and monitors current developments in engineering
Requirements

Qualification Guidelines:

COMPETENCIES

  • Functional knowledge of the principles of management and supervision, including goals and objectives, project development, work planning and organization, budget preparation and control; federal, state and local legislation relating to engineering and the environment; utility economics
  • Leadership ability to plan, organize, supervise, review and evaluate the work of professional and para-professional personnel; prepare and/or direct the preparation of complex plans
  • Analytical skills to perform difficult research, analyze complex engineering problems, evaluate alternatives and recommend effective action
  • Technology application skills to use and train staff on computerized engineering programs
  • select, train and motivate staff
  • Interpersonal skills to establish and maintain effective relationships
  • Communication skills necessary to convey thoughts effectively, both orally and in writing

EDUCATION AND EXPERIENCE

Any combination of education and/or experience that provides the knowledge, skills, and abilities necessary for acceptable job performance would qualify. For example:

  • Graduation from college with a major in engineering and four years professional experience in the field of engineering design, field surveying, engineering inspection, water quality, or engineering and architectural plan checking, including two years supervisory experience.

Special Requirements:

  • Must have a valid Certificate of Registration as Professional Engineer issued by the State of California.
  • Must possess a Class C California driver's license and a satisfactory driving record.

PROBATIONARY WORK TEST PERIOD = One year

FLSA = Exempt

$110,485.23 - $138,107.01 Annually
