The Executive Vice President and Chief Operating Officer, Utility Operations is responsible for establishing the vision and strategy to lead the Business Unit in the execution of critical and transformative operational strategic initiatives including but not limited to asset management, infrastructure upgrades, and technology improvements while maintaining engineering and operational excellence.  Manage the overall operation of its generation and transmission assets and ensure financial strength and operating safety and efficiency including overall P&L ownership.   This position is responsible for managing NYPA’s generation and transmission, compliance with various state, local and regulatory standards, engineering, operations support, labor relations and other project and business development initiatives.  This position reports directly to the President & CEO and is a member of the executive management team.

Responsibilities Include:

  • Lead a diverse management team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to respond to maintaining efficient operations.  
  • Inspire a shared vision while questioning past assumptions and challenging the status quo. Acts as a change agent by utilizing various change management techniques to enhance business process and operational excellence.
  • Align all functional departments which include generation and transmission, environmental health & safety, labor relations, operations support, power generation, project and business development, and technical compliance to operate together seamlessly and effectively to achieve goals and overall strategy.
  • Ensure safe, reliable and cost effective power and water operations through oversight of gas and hydroelectric operations and transmission systems.  
  • Manages the economic aspects of the operations organization (P&L) with a focus on fiscal responsibility and cost-consciousness in accordance with applicable policies. 
  • Ensure compliance with federal, state, local and industry (e.g., NERC) regulations including environmental health and safety and technical compliance.
  • Establish and monitor key performance indicators for management of the operations group.
  • Advise the CEO, the Board of Trustees, and other company executives on matters pertaining to Operations activities, and ensures all functions that she is responsible for are operating together effectively to achieve the strategy.
  • Oversee and contribute to the direction and administration of labor relations strategies.
  • Monitor industry trends and best practices in generation and transmission including advances in technology and implement best practices.
  • Ensures operations are executed with high levels of safety, quality while encouraging continuous improvement.
Requirements

Required Skills:

  • • Industry/role specific Broad knowledge of all facets of the electric power industry with a focus on generation operations and transmission, engineering excellence, project management, budget and cost management disciplines, safety, quality, compliance and regulation.
  • • Financial acumen Strong financial acumen and managing P&L. Generate revenue tied to specific P&L objectives while concurrently building business model maturity and capability.
  • • Strategic acumen Develops flexible and adaptable strategies to achieve organizational goals by understanding the organization's capabilities and external market conditions, the regulatory environment and technological advancements. Design short and long-term strategies/programs that are scalable and efficient.
  • • Leadership Maintains a work environment and develops staff to act with a focus on the future, is adaptable, overcomes resistance to change and executes with a sense of urgency to be successful today and within the anticipated future business climate.
  • • Emergency management and business continuity Ability to make decisions and develop innovative approaches to deal with frequent change or unexpected events.
  • • Stakeholder management Ability to develop relationships with regulatory, government and business leaders. Seasoned experience influencing internal and external stakeholders with skill and diplomacy.
  • • Execution managing and allocating financial and people resources to execute operational and business plans.
  • • Risk management and internal controls Understanding of risk management principals as it related to developing and executing customer strategies. Understanding of critical internal controls needed to comply with regulatory standards.
  • • Client focus Determines strategic business direction to best meet clients evolving needs. Ensures continued service excellence by evaluating and analyzing departmental decisions that impact ability to meet client needs.

Required Experience:

  • Bachelor’s degree in engineering or related field advanced degree strongly preferred.
  • Experience managing large-scale infrastructure assets and integrating a wide variety of stakeholder interests into actionable plans and policies.
  • Minimum 15 years’ experience in a field requiring uninterruptable business operations.
  • Progressive career with supervisory and growing responsibilities for broader elements of the organization.
  • Experience managing a complex business unit under a standalone P&L.
  • Experience in union environment and involvement in labor-management strategies.
  • Minimum eight years in management capacity with progressively increasing applicable responsibility.
  • Project development experience is a plus.
  • This position is based in White Plains, NY and requires at least 25% travel primarily within NY State.
  • Valid NY State driver’s license which must be maintained throughout employment.
