Description
Deliver Programs and Specific projects within the Substations and Transmission Line portfolio. Manage the portfolio to ensure resources are aligned with workload requirements to deliver the current year capital spending plan. Proactively drive the delivery of key strategies and programs to ensure achievement of work plan goals and targets. The Program Manager will work with key stakeholders to enable the cost effective planning and delivery of Electric Transmission and Substations programs and projects in Upstate New York.

Position Responsibilities (including but not limited to):

  • Monitor and review work undertaken across a number of small to medium scale programs or a large complex program in order to ensure appropriate use of resources and adherence to schedules.
  • Manage, balance and coordinate external and internal resources in order to optimize short and long term resource needs and deliver against agreed program of work. 
  • Monitor monthly resource levels, resource predictions, performance and plan progress in order to enable analysis of key themes and trends. 
  • Participate in building the annual work and resource plans.
  • Monitor and challenge existing ways of working and continuously seek ways to do things better in order to drive greater efficiencies within assigned area. 
  • Produce high level and detailed forecasting models and work schedules to support senior management in defining resource planning strategies. 
  • Promote and implement procedural best practice in resource management in order to ensure all working practice (and where relevant, health and safety standards) are compliant with National Grid policies and regulatory requirements. 
  • Manage the day to day relationship with contractors and other external service providers, including negotiation, interpretation and application of established contractual agreements and/or service level agreements to ensure adherence to standards and best outcomes for National Grid. 
  • Develop and maintain effective relationships with key stakeholders in order to share best practice, drive consistency in resource planning and ensure timely delivery of projects. 
  • Develop and maintain systems, models and procedures in order to support design solutions and enhance resource efficiency and operability. 
  • Challenge existing ways of working and continuously seek ways to do things better in order to drive greater efficiencies within resource management. 
  • Analyze resource, and financial forecasts for assigned projects and portfolio using project management software(Primavera P6) for optimal work plan delivery.
  • Keep internal and external stakeholders informed of project and program requirements and schedules using appropriate communication methods. 
  •  Identify risks to project delivery including major permit issues or restrictions, logistical problems, cost constraints or contractual problems and recommend appropriate action
  • Review and prepare as necessary, all required documents and reports relating to program and assigned project activities including sanctioning and close-out.

Additional Responsibilities for Band D:

Band D employees are expected to deliver on the key accountabilities list above as well as those listed below.

  • Lead, motivate and develop a professional team, prioritize work and allocate resources in order to ensure results are delivered in line with expectations and customer/business objectives. 
  • Control programs of work and ensure they are appropriately assessed, designed, planned, resourced and scheduled in a timely and cost effective manner in order to ensure best value. 
  • Review and approve changes to programs, identifying risks and overcome barriers to implementation to ensure efficient outcomes for National Grid. Manage operational program initiatives in order to achieve high productivity, low costs and efficient work practices and to ensure compliance with regulatory and customer expectations. 
  • Analyze key themes from a wide range of data sources in order to identify how program scenarios may impact upon the business. 
  • Work with business units, sponsors and champions to translate objectives into well defined requirements with clearly defined business cases in order to support program aims and innovation within National Grid. 
  • Challenge existing processes and continuously seek ways to do things better in order to drive greater efficiencies for the business. 
  • Represent National Grid values when meeting with key internal and external stakeholders such as business, municipal, or regulatory agencies.

Requirements

Knowledge & Experience Required:

  • Bachelor's degree; Engineering discipline preferred; or minimum of 5 years of project and/or program management experience.

  • Experience in project management, budgeting, forecasting and scheduling.

  • Proficient in project and work management software including MicroSoft Office, Excel, STORMS and Power Plant

  • Experience with Primavera (P6) preferred.

  • Familiar with substations and/or transmission line overhead and underground programs including Inspection and Maintenance.

  • Familiar/experience with Distributed Generation installation projects, RTU replacement  and/or Relay-type replacement projects/programs as well as other substation equipment replacement projects/programs.

  • Ability to prioritize and manage multiple projects and issues simultaneously.

  • Knowledge of National Grid's business operations, company policies and practices.

  • Strong communication, negotiation and interpersonal skills.

  • Strong analytical skills

  • Ability to solve problems and resolve conflicts.

  • Ability to travel to the across divisions and regions as required

In order to be considered at a higher level (Band D), the following additional requirements should be met:

  • Bachelor's Degree is required preferably in an Engineering discipline with a minimum of 8 years experience including experience as a Program Manager and/or Project Manager.
  • In lieu of degree, a minimum of 15 years of work experience of which 3 plus years is in a program or project management role.
  • Excellent knowledge of the Shared Service or Customer environment.
  • Excellent working knowledge and experience in program management principles, tools and techniques.
  • Experience of managing the work of multi-functional or diverse teams, demonstrates taking specific actions to enable the team to function efficiently and effectively.
  • Proficient in relevant software e.g. Microsoft Office products (Excel, Word, Powerpoint).
  • Project management software knowledge a plus. (Microsoft Project or P6)
  • Knowledge of National Grid's business operations, company policies and practices.
  • Knowledge of relevant industry practice and legislation.
  • Knowledge of current trends within the industry and developments in legislation or regulation.
  • Knowledge and proficiency in relevant company IT systems.
