Electricity Operations is responsible for the electrical transmission and distribution systems in the City of Edmonton, with a focus on safety, reliability, and innovative and practical solutions. Our employees look after electrical infrastructure as well as the underground and aerial distribution networks.

Brief Description

The Manager, Distribution Project Management is accountable for overseeing the project management function within the Distribution Projects Group and is responsible for the direct supervision of Project Managers as well as Scheduling and Contract Support Employees and Consultants.  This oversight includes balancing workloads across project managers, providing coaching on project management processes and procedures, supporting the monitoring of project progress from a schedule, scope and cost perspective, assisting with project risk and issue resolution, and acting as the main liaison with the Distribution Project Management Office, Engineering Managers, Operational Managers, and Contracts and Inspection Group.

One (1) permanent, full-time position is available.

Detailed Description

The Manager, Distribution Project Management is accountable to the Senior Manager Distribution Projects, and operates within the context and prescribed limits established by the Senior Manager. The accountabilities of this role include:

  • Provide input to the Distribution Business Plans and the annual Integrated Program for the Distribution group.  Ensure an appropriate understanding of Electricity Services business strategy within the Distribution Project Management function.  Ensure on-going effective relationships between the Distribution Project Management function, other functions in Distribution, and in the rest of EUI.

  • Develop, implement and review stratum appropriate (3-12 months) deliverables within the context of the Distribution business plan (including mission, vision, values, strategic positioning, operational plan and resource plan). Ensure that relevant and meaningful aspects of the business plan are communicated to front line workers.

  • Ensure the deliverables of direct report positions are aligned with Business Plans and goals, are integrated with initiatives of other areas, are stratum appropriate and include clear performance expectations and deliverable metrics.  Provide direct reports with timely feedback on an ongoing basis and support their success in achieving set deliverables.

  • Create and manage a strong team of employees, including determination of optimal numbers, recruitment, retention, training and development to provide adequate oversight and effective project management including cost control and schedule adherence for Distribution capital and maintenance projects.

  • Work with Asset Management, System Planning, Engineering, Project Managers, Schedulers and the Project Management Office to develop and execute a prioritized annual integrated program plan.  Assign appropriate portfolios and projects to Project Managers on an annual basis to ensure balanced workloads, provide appropriate oversight at both the project and portfolio level, and ensure streamlined communication and clear accountabilities with the Operations Group and Project Initiators.  

  • Partner with the Project Management Office on the development and implementation of consistent internal project management processes, procedures, tools and templates to address requirements and standards from Supply Chain Management, Legal, Regulatory, Operational Excellence, and Health, Safety and the Environment.

  • Oversee the scheduling and execution of projects ensuring appropriate prioritization and coordination of projects between project managers and the effective use of both internal and external resources. Work with Project Initiators, Designers, Contracts and Inspections and Operations to resolve resource constraints and ensure adequate and continuous workflow for crews and contractors.

  • Monitor project performance on a regular basis for scope, cost and schedule adherence.  Ensure variance explanations, forecasts, and monthly updates from Project Managers are accurate, detailed and timely. Act as the main liaison with the Project Management Office to provide status updates, ensure dashboards are accurate, and highlight potential issues and risks that require escalation or support from Senior Management.  Ensure adequate approvals for changes in scope, schedule or budget are obtained prior to changes being implemented or funds being committed.

  • Act as a subject matter expert as part of EPCOR's External Customer Escalation Process to assist Project Mangers in effectively responding to and resolving customer and Councillor inquiries and complaints.

  • Support and review regulatory documents concerning project status, costs and variance explanations for accuracy.

Requirements

The successful candidate will possess the following skills, education and abilities:

  • Professional Engineering Degree in Civil or Electrical Engineering and Project Management Professional (PMP) designation, Masters of Engineering in Engineering Management or other formal Project Management Certifications required.  Candidates that do not have these designations but have significant experience with distribution system construction and project management will still be considered.

  • More than 5 years of progressively responsible experience in utility capital construction project management required.  Preference will be given to candidates with experience with Aerial and Underground Distribution system design, construction and project management.

  • More than 3 years of direct supervisory and leadership experience directing, supporting and managing project managers, schedulers or other project management support staff. 

  • Experience in planning and executing new initiatives and implementing process improvements and re-designs required.

  • Experience in creating and implementing new procedures, processes, and tools related to project management and capital project execution and monitoring.

  • Experience with recruitment, performance management, training and coaching employees.

  • Demonstrated strong analytical skills, capable of analyzing issues, solving problems, and making effective decisions based on available information.

  • Demonstrated ability to work effectively as part of a larger management team within a dynamic environment required.

  • Demonstrated leadership skills including providing effective performance feedback with a strong focus on employee motivation and engagement.

  • Strong data analytics skills with proven ability to extract and analyze project data related to costs and performance.

  • Strong organization and planning skills.

  • Effective written and verbal communication skills.

  • Strong change management skills.

Hours of Work: 8 hours per day, 40 hours per week, Monday through Friday
