The Drainage Operations Section is accountable for an efficient and optimally operated drainage system involving pipeline maintenance, regulatory services, pump wells, specialty systems operations, and operational services.

The Director of Drainage Operations is a multi-faceted role that contributes significantly to the vision of EPCOR. As a member of the Drainage Services leadership team, the Director, Drainage Operations is accountable for collectively creating the strategy, priorities, and direction within the branch. Additionally, the Director is responsible to align human, social, and technical systems across the work units that carry out the work of the section

Reporting to the Divisional Vice President, Drainage Construction & Operations, the duties of the Director, Drainage Operations will include:

  • Directing, managing, and overseeing department activities.
  • Developing organizational structure to effectively deliver programs by:
    • ensuring clarity of roles and responsibilities; and
    • ensuring and maintaining clear communication with the section leadership team and staff.
  • Providing leadership throughout the following processes:
    • development and coaching;
    • performance evaluation and feedback;
    • performance management;
    • staff recruitment and selection; and
    • succession planning.
  • Strategic management and leadership for Pipeline Maintenance, Monitoring & Compliance, Drainage Environment, and Pumpwell System Services.
  • Overseeing the pipeline maintenance program involving the effective and efficient management of the pipeline sewer system.
  • Leading the development and ongoing delivery of a drainage operational support program that functions as a liaison between drainage operations and other stakeholders to ensure customer satisfaction.
  • Leading the pumpwell systems services program involving the inspection, maintenance and repair of specialty drainage facilities.
  • Liaising with the regulatory services program for the drainage utility that ensure the drainage system and all users are in compliance with federal, provincial and city regulations.
  • Directing internal and external teams or groups ensuring best utilization of resources, processes, and policies.
  • Actively working with partners in the planning and development functions within other departments to ensure collaboration and alignment with other initiatives.
  • Providing an environment where employees have the resources, tools and support structure required to build the knowledge, skills, and abilities required for success.
  • Leading development and management of the budget processes and managing operational risks.
  • Providing leadership and guidance to internal and external teams while ensuring best utilization of resources, processes, policies and issue resolution.
  • Monitoring performance and financial reporting.
Requirements

As the successful candidate, you possess: 

  • Bachelor's degree in Engineering or a related field.
  • A P.Eng or other professional designation in a related field would be considered an asset.
  • 10+ years of progressively responsible experience in a senior leadership role within a large, complex organization.
  • Ability to strategically address large complex issues and manage emergent projects.
  • Advanced ability in applying a systems approach to team leadership within a dynamic environment.
  • Ability to anticipate, assess and readily adapt to changing priorities, maintain resilience in times of uncertainty, and effectively work and lead in a changing environment.
  • Proven skills in leading and motivating teams with a track record of building healthy and positive workplace environments that enable staff to reach their potential while strengthening organizational capacity.
  • Demonstrated ability to develop and maintain effective strategic relationships within a municipal setting with community leaders, union representatives, senior business executives, and senior officials in all orders of government.
  • Exceptional business acumen, with the ability to manage multiple party stakeholders interests while achieving strategic direction and outcomes.
  • Innovative, creative thinking with a strong commitment to results.
  • Advanced communication abilities - listening, presentation and writing - demonstrated ability to negotiate, problem solve and manage conflicts

Hours of work: 8 hours per day, 40 hours per week, Monday through Friday
