Purpose
Provides analytical oversight and leadership to assigned business units by applying business and technology solutions to a broad range of business unit processes and applications; functions as a specialist in one or more areas such as systems analysis, application development, or application support
The Fleet Analyst will lead our organization's effort to  evaluate, design, and incorporate new technology themes into our annual Fleet capital investment.  The Analyst will direct our Fleet Asset Coordinator and Fleet Analyst  to enhance the planning process for our capital planning to include engineering in designs, 3D models, and standardization for applicable vehicle classes.  The  Sr. Fleet Analyst is expected to bring journey level Fleet Asset design, planning, and technology skillet to our organization and play a managing  role in optimizing and reporting our annual fleet capital investment portfolio.  Our active in-service fleet of nearly 1,000 assets is worth roughly $60M, on an annual basis we invest between $5-8M for replacements and additions to the fleet.


Major Duties & Responsibilities
1. To provide expertise and perform analysis to ensure that proposed unit and SMUD's system development/acquisition projects will meet the requirements of Fleet business processes, SMUD standards and policies and established unit goals and budgets.
2. Supports systems and applications maintenance by troubleshooting and resolving complex application software and/or desktop application software/hardware problems and issues; developing and modifying system table configurations to support ongoing business needs; coordinating problem resolution activities between users, technical support staff and/or vendors; and providing technical analysis, consultation and support for the business unit, users, and internal clients as needed. To analyze and solve or coordinate solutions to Fleet IT systems and application problems experienced by SMUD users to maximize the utility of installed applications and systems and ensure effectiveness of SMUDs technology solutions.
3. Provides expertise and recommendations to Fleet staff members for development of training courses and materials for application and systems users and to business unit staff for improvements in complex business processes and business applications solutions. To identify and advise staff on appropriate design, coordination and delivery of business process and system and applications training to meet the needs of users and promote successful implementation and maintenance of SMUDs applications and systems.
4. Provides technology strategic, tactical and operational planning to assigned business unit(s) to address and structure solutions for business unit functions and processes identified for improvement. To lead, plan and promote the application of technology solutions to business processes to ensure continuous improvement in SMUD's operational effectiveness. 5. Plans and manages business unit technology system development and acquisition projects involving reengineering of large and/or complex business processes and/or unit implementation of enterprise applications by clarifying project objectives and establishing high-level and detail plans; identifying project team participating and leading/facilitating team efforts to achieve project milestones and deliverables; monitoring, documenting and communicating project status to SMUD's and vendor participants and management; and establishing and maintaining relationships with internal unit and SMUD's project team members and vendors to promote optimal team performance and successful project outcomes. To provide expertise and leadership to ensure successful business reengineering and/or system and application development and implementation projects and achievement of project goals to meet District objectives and standards.
6. Prepares and reports estimates of project budgets, schedules and necessary resources and monitors project costs by performing high level review and audit of system development project plans for adherence to budget, schedule and cost; leading or participating in design review meetings or evaluating documentation of project status to ensure that project design objectives are being met per schedule and budget; and evaluating project outcomes that affect business processes to assess business unit budget impacts. To provide in budget planning and monitoring to ensure information technology system development within allocated funding and secure SMUD's  productivity improvements in accordance with investments.
