Position Overview:

The Project Manager (PM) reports functionally to the Manager of the Customer Tracking Systems Team within the Program Operations- Technical Program Operation organization of Customer Service (CS).  The PM is a contributing member of the Customer Tracking Systems team in support of SCE's delivery of Demand Side Management (DSM) - DR and EE - programs and/or system services through internal resources and through 3rd party providers or vendors including assisting in 3rd party and consumer contract development, negotiations and implementation for these programs or services related to customer tracking systems.  

The PM supports the drive to market of strategic decisions that amongst other things will develop or align/realign with EE and DR program requirements to accomplish energy savings, demand reduction, enhance operational excellence and contribute to California's Long Term Strategic goals.  The PM does this by implementing technology that will enable Energy Efficiency and Demand Response programs to effectively track program performance (i.e., lead execution of user acceptance testing.

The PM assists in the management and execution in the development of various Mass Market (Residential and Non-Residential) programs and products as related to system needs.  As such, the PM informs team members of current opportunities, customer needs and wants and how these may correlate with regulatory/compliance needs and wants.  The position requires the candidate to promote these findings and manage internal resources, external resources and cross functional teams and will report outcomes and proposed strategy to higher layers of management as needed. 

Scope and focus:

  • The MPP1s will serve as a project leads on for energy efficiency and demand response Customer Tracking systems. 
  • The MPP1s will lead small, medium and large scale projects.  This includes developing project plans, working in cross functional teams, managing risk, assigning work to team members, holding others accountable, making decisions, providing recommendations to management, reporting on project progress, and ensuring projects are completed on time and within budget, and developing &executing test plans/ project closure. Although the majority of the projects will be directly related to the respective application or system, there will be opportunities to work on systems that are aligned vertically and horizontally.
  •  These positions also requires the people responsible to be well versed in many different areas including regulatory processes, marketing, systems design, customer needs, technical writing, project management, statistical analysis, and more. 

Typical Responsibilities:

  • Manages cross functional teams that make decisions on a regular basis involving moderate to complex work, including identification of required systems for supporting DR/EE regulatory requirements.  The Project Managers will make decisions or recommendations on significant or complex technology issues after considering various, independently analyzed alternatives/market research in an effort to support Customer Programs & Services' strategic initiatives for creating, enhancing and delivering customer facing tools and services.
  • Decisions and/or recommendations will also be made regarding proposed system enhancements, implementation issues and related requirements with a focus on continuous improvement and enhanced user experience. Risks and issues will be evaluated with the potential to affect success of project implementation.
  • Assists in developing policy positions and business practices based on contract language and regulatory requirements
  • Conducts program evaluation and analysis to help in determining strategic decisions
  • Develops overall program design, project scope and compliance with regulatory directives and policies and ensures that they correlate with consumer wants and needs
  • Identifies and manages to resolution complex issues, including those with conflicting objectives, involving third party providers, customers, DSM operations, marketing, IT, law and regulatory operations
  • Participates with cross functional teams composed of contributors from other departs within SCE such as Infrastructure Technology (IT), Legal, Transmission and Distribution, Regulatory, Advanced Technology, etc.
  • Coordinates various SCE and external resources to ensure implementation of program plans and for assisting in 3rd party contract development, negotiation and implementation for these programs or services
  • Provides direction and recommendations regarding changing project/product scope, policy, development, and implementation. Performs evaluation on issues that have a major impact on the department, other departments, and the Company.  Decisions are made frequently on short and long-range issues with focus on long-range strategic goals.
  • Represents the Company with contractors, suppliers, regulatory agencies, customers, other departments, and/or other parties as required.
  • Manage system notifications with both internal and external stakeholders. Manage prioritizing system break-fix issues with IT. Act as the lead to coordinate and participate in cross functional meeting and or teams around prioritizing system notifications and break-fixes for the Customer Tracking Systems group.
  • Acts as project management support to upper management for initiatives relating to overall SCE and CP&S strategy, such as helping drive an overall refresh of DSM programs and technology roadmap.      
  • Manages and fulfills regulatory compliance deliverables (i.e. lead effort to ensure SCE processes are enhanced to be in compliance with SCE's rates and tariffs and regulatory requirements; support CPUC reporting requirements and data requests).
  • Manages  budgets (i.e. tracks budget activities related to assigned program design efforts, reports to management monthly on budget status).
  • Performs other duties as required.

Qualifications

Minimum Qualifications:

  • Experience working with or as a vendor in the development and evaluation of consumer technology and/or systems.
  • Three years of experience with managing elements of multi-year projects and had accountability for development and delivery of major elements of a project such as requirements, testing, budgeting, pilots and/or deployment.
  • Three years of experience leading cross-functional project teams (e.g., vendors, contractors, employees, business and/or IT resources) that address changing systems issues.
  • Three years of experience managing programs specifically supporting the evaluation, development, and implementation of customer  or other energy related consumer projects.
  • Experience with developing projects and programs within a regulated environment. 
  • Experience with CRM/SAP platforms or a similar enterprise-wide database.

 Desired Qualifications:

  • Bachelor's degree in Engineering, or Technical Discipline or an equivalent combination of education, training, and experience.
  • Experience representing the Company while developing business processes that involve third party contractors and suppliers.
  • Experience with Microsoft Project Manager to develop and track projects.
  • Direct experience in project management tools, concepts, and methodologies.
  • Experienced with the coordination and development of consensus for policy positions among various stakeholders including experience with complex and multiple negotiations to lead to resolution.
  • Experience with developing presentations for management and peers.
  • Experience in an analytical position with proficiency using MS Office suite of tools, including Access, Visio, and Project, to develop complex analyses, reports, and presentations.
