Department Overview

The California External Affairs organization is structured to enhance PG&E's California approach to proactive legislative advocacy, public affairs, charitable giving, political investment activities, and stakeholder engagement with the overall goal of supporting critical priorities around smart energy policy and line of business priorities as the state, regional and local levels.

At the State level, the State Legislative Policy and State Agency Relations teams are responsible for the Company's legislative agenda and advocacy in the State's Capitol, as well as our policy and advocacy focus with key state regulatory agencies such as the State Lands Commission, Department of Water Resources and the California Air Resources Board.  The External Affairs and Strategic Initiatives team oversees statewide stakeholder engagement strategy as well as manages the Company's California political contribution budget.

Position Summary

Responsible for establishing and executing on the mission, vision, and strategy of PG&E's state legislative and government relations priorities. Manage the strategic planning and performance for assigned areas of CA External Affairs programs including corporate charitable contributions, political contributions and memberships.

Reporting Relationship

The Director reports to the Senior Director Government Relations

Job Responsibilities

  • Reviews and ensures PG&E's government relations and assigned areas of External Affairs programs are aligned with PG&E's strategic business goals and objectives.
  • Works with Senior Director to approve the establishment, criteria, and review of PG&E's government, business, and state stakeholder partnerships.
  • Ensures utility operations and programs are in compliance with state laws and regulations.
  • Directs the State Government Relations' emergency response for assigned areas of responsibility.
  • Directs and provides approval for the license renewal and land development permit (or equivalent) program.
  • Directs, leads, coaches, mentors and develops a departmental staff.
  • Manages state legislative consultants and lobbyists.
  • Must be willing and able to travel approximately up to 50% to various government and community areas, locations, sites, venues, offices, and/or meetings.
  • Emergency On Call duties as Assigned, typically 33% (rotating teams on call for one or two weeks duration, with then two or four weeks off)

Qualifications

Minimum:

  • Bachelor of Arts degree (BA) in Government, Public Policy or Administration, Economics, Communications, Political Science, or closely related field.
  • Ten (10) years relevant experience including fiscal management, public opinion research, public policy development, government finance, and project management of fiscal and regulatory issues.
  • Eight (8) years of progressively responsible employment experience as staff to an elected official, public affairs consulting, corporate public affairs, or comparable experience in a closely related field in the state of California, Washington DC, or other complex jurisdiction.

Desired:

  • Master's degree in a related field desired.
  • Twelve (12) years relevant experience desired including fiscal management, public opinion research, public policy development, government finance, and project management of fiscal and regulatory issues.
  • Ten (10) years of progressively responsible employment experience desired as staff to an elected official, public affairs consulting, corporate public affairs, or comparable experience in a closely related field in the state of California, Washington DC, or other complex jurisdictional experience.
  • Three (3) years of supervisory/managerial experience desired.
  • Experience with Carbon Disclosure Project (CDP), Nuclear Regulatory Commission (NRC), California Public Utilities Commission (CPUC), and local government proceedings desired.
  • Experience offering testimony before federal, state, and local bodies including trial proceedings desired.
  • Experience in collaborating with corporate legal departments including general counsel and experience in litigation preparation or serving as a witness desired.
  • Experience in collaborating with senior leadership teams within a formal advisory capacity (i.e. chief of staff, assistant to a vice president, or capital project team lead) of strategic planning and financial planning/management desired.
  • Utility industry experience desired.

Knowledge, Skills, Abilities Minimum:

  • Knowledge and understanding of CPUC regulatory environment including rate case proceedings.
  • Knowledge, understanding and ability to explain utility operational practices and their regulatory environment.
  • Knowledge and experience to lead coalitions of organizations, direct and facilitate competing and diverse interests, and advocate/sponsor on behalf of PG&E for positive and sustainable outcomes.
