Description
The Senior Compliance Project Manager (MPP2) is located within the Energy Supply Compliance organization of Southern California Edison (SCE). The Energy Supply Compliance group sits within the Energy Procurement and Management organization and is responsible for providing guidance, regulatory expertise, advisory services, efficient project management, and strong leadership to reinforce compliance with applicable regulatory requirements and corporate policies.  

He/She will be a part of the Energy Supply Compliance team and will oversee compliance program leadership and quality assurance functions across the EPM and Generation OUs.  Responsibilities will include developing, or overseeing the development of, regulatory compliance programs and projects, and their associated internal controls, and quality assurance assessment plans.  At times, conduct or lead quality assurance reviews for assessing the design and operational effectiveness of internal controls to ensure such regulatory compliance requirements are met.  In performing these functions, the successful candidate of this position will: support and build a "Culture of Compliance" by leading formal education efforts, as necessary, and providing informal education on particular regulatory requirements, as necessary; provide management with assurance of compliance with the applicable and relevant regulatory requirements; and, contribute to the development of strategic and business plans for the organization.  

Responsibilities:

  • Lead regulatory compliance programs and projects related to the regulation of power generation and energy procurement.
  • Provide regulatory expertise and guidance on NERC standards, procedural, and documentation requirements to Generation and EPM cross-functional teams to ensure the delivery of business objectives.
  • Serve as a coordinator between OU business lines and the central E&C organization to ensure compliance requirements are properly assigned, understood, and managed so that compliance requirements in EPM and Generation are met.
  • Develop, or oversee the development of, regulatory compliance programs and projects, and their associated internal controls and quality assurance assessment plans.
  • Support quality assurance reviews for assessing the design and operational effectiveness of internal controls to ensure energy procurement and power generation regulatory compliance requirements are met.
  • Provide select coordination support to central E&C and Generation/EPM Program Owners for complex programs, as requested.
  • Lead end-to-end planning, coordination, and execution of assigned deliverables.  Contributes to regulatory strategy, identifies risks and opportunities, while leading simple/complex regulatory applications and managing procedures through approval.
  • Work on cross-functional teams to ensure the delivery of business objectives.
  • Support and build a "Culture of Compliance" by leading formal education efforts, as necessary, and providing informal education on particular regulatory requirements, as necessary.
  • Provide management with assurance of compliance with the applicable and relevant regulatory requirements.  Drive program/project plan and schedule to ensure key compliance enforcement dates are met.  Promptly manage missed milestones and escalate as required.
  • Contribute to the development of strategic and business plans for the organization.   

Qualifications

Minimum Requirements:

  • Bachelor's degree in Electronics, Engineering, another relevant field, or equivalent combination of education, training, and experience
  • 7 years of experience in organizational programs, analyzing and interpreting regulations, legislation, and policies
  • 5 years of project management experience managing complex projects
  • 3 years of operational & organizational understanding of Generation
  • 5 years of experience with NERC, FERC, CPUC, CAISO requirements, etc.
  • Strong verbal and written Communication skills
  • Demonstrated interpersonal and leadership skills collaborating with teams consisting of members across a variety of departments and disciplines
  • Demonstrated influence and negotiation skills

Desired Qualifications:

  • 10 years of experience in organizational programs, analyzing and interpreting regulations, legislation, and policies
  • 7 years of project management experience
  • Demonstrated project management skills and experience managing complex projects 
  • Knowledge of industry best practices and standards in the fields of risk management, governance, compliance, and/or quality assurance

  • The primary work location for this position is Rosemead, California.
