Description
This position is primarily accountable for the delivery of technical and trades related training programs focused on the Underground, Certified Power Cable Person and Powerline Technician (CPCP/PLT) skills. Additionally, this position will be accountable for supporting the design and development and continual improvement of the associated training materials. The incumbent acts as training subject matter expert (SME) for the technical and trades portfolio, delivering training to employees internal to Toronto Hydro to support program execution and outcomes as required. The incumbent collaborates closely with operational business unit leaders and external stakeholders to ensure the delivery of training programs.

The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.

KEY RESPONSIBILITIES:                  

  • Training Delivery: Acts as a training facilitator working with field resources, technical specialists, internal and external subject matter experts; teaches, promotes and reinforces safe work practices; provides coaching and feedback to apprentices correcting behavior, as needed, to ensure understanding, knowledge transfer and confirmation of ability to safely complete identified tasks; provides information on any apprentice related performance gaps and/or training requirements; prepares regular apprentice progress reports; makes recommendations for new or revised programs, methods, equipment training manuals and reference materials consistent with the established training standards including for Powerline Technician (434A); leverages new information resources (lesson plans, learning and field assessments etc.) by applying new technology, training theory, technical resources, directives, standards, policies and regulations; Sets up and maintains classrooms, simulations, equipment, supplies, manuals and reference materials for courses. 
  • Program Development: Acts as the program design resource to ensure technician and technologist learning outcomes are achieved, drawing on effective design methodologies for teaching adult learners; ensures training materials are consistent with the requirements of the Ministry of Labour, Training and Skills Development (MOLTSD), provisions of the Occupational Health and Safety Act (OHSA), Toronto Hydro Rule Book and other applicable legislation and regulations; evaluates courses for effectiveness and efficiency; assists in the review of the application and effectiveness of the internal training methodologies and recommends changes to achieve industry best practices; analyzes training requirements and assists in the development and update of new or revised training manuals and reference materials; works with identified stakeholders to ensure relevancy of training objectives to job requirements.
  • Training Governance: With the Sustainability and Training team, regularly reviews and validates apprentice training requirements in current training matrix using feedback from internal stakeholders and bodies (if necessary) leveraging best practices to ensure training requirements are accurately defined; monitor safe, consistent application of apprenticeship and technical education models.
  • Process Improvements: Recommends opportunities for improving the effectiveness and efficiency of all Technician and Technologist related training programs based on industry best practices, organizational changes, and stakeholder feedback; liaises with Training Design Consultants and other Sustainability and Training team members to provide feedback for future training programs improvements to build compliance with training management and technology systems.

REQUIREMENTS:                                                      

  • Seven (7) or more years of experience as an Apprentice, Journeyperson, or Power Cable Person; equivalent related education, experience and certification may also be considered.
  • Minimum five (5) years of experience in a utility or commercial/ industrial construction and maintenance environment.
  • Valid Ontario AZ or DZ driver's license required.
  • Current certification in the Utility Work Protection Code required.
  • First Aid, Cardiopulmonary Resuscitation (CPR) and Automatic External Defibrillator (AED) certifications required.
  • Qualified as a 0-8 Ton Mobile Crane Operator required.
  • Previous front line leadership or supervisory experience preferred.
  • Experience leading teams in a work environment.
  • Experience with learning technologies, training and development theory and techniques to assist in the design and development of training programs.
  • Experience with the administration and coordination of training programs and documents and monitor safe, consistent application of apprenticeship and technical education models.
  • Knowledge of program development, delivery and adult education principles.
  • Knowledge of OHSA, Toronto Hydro/Electrical Utility Safety Rules (EUSR), Transportation of Dangerous Goods and relevant safety, electrical and environmental legislation and regulations.
  • Familiar with reading electrical drawings, feeder/operating prints, underground work practices and standards.
  • Advanced knowledge of health and safety management systems, programs, services and current federal and provincial legislation.
  • Excellent understanding of the Powerline Technician (PLT) training standard (434A), PLT role and skills required.
  • Expertise in underground Powerline Technician (PLT) skills.
  • Vendor and contractor management experience.
  • Strong presentation skills, comfortable presenting in front of small groups in a classroom setting.
  • Able to effectively operate a computer and applicable software along with other. relevant technology equipment including pertinent industry specific tools.
