Summary

The Program Controls Manager - Program Management Office will be responsible for leading, facilitating and managing the processes for overseeing all Capital & O&M financials associated with each program/project for the Technology organization.  The Program Controls Manager is the senior expert and owner of the financial portfolio of program work for Technology. This includes the oversight of the Technology budget and the respective programs associated with the Technology financial plan. 

Key Roles & Responsibilities

Directly or through others, the incumbent:

  • Oversee Technology PMO financial and controls processes and the annual active expenditure plan
  • Establish PMO Controls & Financial Program Management framework and lifecycle for all Technology programs inclusive of program financial reporting, financial status reporting, and integrated reporting across active programs.
  • Determine and own appropriate processes required for Technology financial oversight including processes that will team with Technology capability teams as well as Technology Financial Governance, AIS, Financial Support, and other Oncor work teams.
  • Provide expertise and knowledge about both the current and desired future states of Oncor's Technology program planning and integration with Technology capability teams.
  • Develop, own, and maintain processes needed within the PMO to facilitate integrated project/program scoping between various Oncor workgroups and activities and determine financial changes across different work teams.
  • Develop the 5-year Technology capital plan for submission to the Oncor AIS team, including funding targets, forecasted assets to place in service and assets to retire, financial model input, and supporting materials for Board of Directors meetings.
  • Develop and implement process to create a portfolio of all programs & projects including the evaluation and prioritization of programs to be managed within the 1 year and 5 year forecasted plan.
  • Responsible for overseeing and reporting all program financials and management of spend to established targets. This includes reporting to Technology leadership, the Oncor AIS team, and the Oncor Controller.
  • Responsible for ensuring that Oncor and GAAP capitalization guidelines are applied appropriately and that capital projects are assigned the appropriate useful life, system, and functionality. Responsible for meeting quarterly with the Controller to review and validate these project attributes.
  • Responsible for performing quarterly reviews of capital intangible assets and ensuring capital intangible assets no longer used are retired on a timely basis.
  • Manage relationships with various Oncor work groups to establish timing of capital spending, forecasting, and risk/issues management.
  • Develop work practices between other Technology PMO teams to manage and track resources, work types, productivity rates, for all Oncor programs and impacts to financial budgets.
  • Provide leadership in developing financial program governance processes and framework.
  • Develop and provide support for Technology capital investment during rate case proceedings, including developing information for witness testimony and responding to RFI requests.
  • Responsible for functional ownership of Planview software to bring visibility into progress, financials, resources and risk across all projects and work, inclusive of enhancements and process changes to drive efficiencies and accountability.
  • Performs all essential aspects and functions of the job as well as any other specific job requirements.

Education, Experience, & Skills

  • Education - High School, GED, or equivalent is required. Bachelor's degree in, business, finance, accounting, project management or 7 years experience in the operation and/or management of programs controls/finances with an electric utility distribution organization is preferred.
  • Experience - Two years of experience in an accounting/finance role or in a leadership or management role with financial ownership.
  • Experience - Minimum five years in the planning, design, development, implementation or operations of Technology Solutions
  • Experience in the Electric Delivery business and Texas market is preferred
  • Experience managing both employee and contract resources
  • Skill - Strong experience with communications, ability to build strong relationships across cross-functional teams, experience managing large programs or initiatives, strong written and verbal communication skills
  • Skill - Ability to implement and build program management lifecycle processes across multiple work groups
  • Knowledge of advanced metering, customer information systems, security and/or networks is preferred
  • Requirement - this position will require a minimum of 3 days in the office each week.

Measures of Success

  • Successful management of Technology programs with ability to initiate, plan, execute, monitor, and control all programs across the portfolio.
  • Ability to manage all program financials according to organizational goals.
  • Successful implementation of a PMO Controls & Financial Program Reporting Lifecycle and integration of long-term portfolio management capability for all distribution programs.
  • Ability to build solid working relationships with all stakeholders to ensure successful and timely completion of all programs.
