Currently, Quality Division has an opportunity for a Section Manager, Quality Services in our Inspection Services department.

The Quality division is committed to enabling the organization to get it right the first time to support safe operations and project excellence. 

The Section Manager, Supplier Quality provides leadership for the management of the receipt inspection team and quality inspection of inbound parts and materials, source surveillance activity at Supplier locations, and a risk-based approach to managing risks to Supplier quality in support of our customers' requirements. The successful applicant will be comfortable interacting with the Bruce Power executive team and senior leadership and our Suppliers' senior leadership teams.

The Section Manager, Supplier Quality will collaborate with peers in the industry including Quality Services managers at other utilities, Candu Owner's Group, CANPAC, NUPIC, and other Quality Services organizations. Being a dynamic leader, you will lead your team and influence others in the organization in the pursuit of excellence as we provide exceptional customer service in the support of the business.

This is a permanent, full-time position which offers a competitive benefits, compensation and pension package and is located on site in Tiverton, Ontario.

What will you be responsible for?

  • Manage Quality Assurance function, by providing oversight through the development and implementation of systematic controls for consistent application of Quality procedures, documents, records and reporting

  • Take direct ownership of the technical and quality related activities in order to clearly define accountability, ownership and implement changes that are consistent with best practices consistent with a LEAN organization -this includes the identification of waste, waiting, transportation improvements, elimination of non-value-added processes, inventory management improvements, over processing, defects and over production

  • Ensure that Quality Assurance (QA) activities are performed in accordance with written and approved policy, standards, programs and procedures that support all applicable rules, regulations, codes, standards and requirements of Bruce Power

  • Ensure all QA personnel place nuclear safety as their first and overriding priority.

  • Routinely communicate with staff, promote three-way communication and resolve employee concerns and, by example, demonstrate and promote the attributes of a positive nuclear safety culture

  • Support the supply of materials and services, required in the production of electricity, and is aligned with business strategy, and is maintained over the life of plant, such that a significant and measurable competitive advantage can be achieved   

  • Ensure the nuclear facilities and support divisions are provided with surveillance and inspection expertise and services on a daily basis in order to support continual operations

  • Prioritize, plan and QA activities, including regulatory commitments, ensuring completion within standard and consistent processes and tools

  • Employ proactive QA approaches with regard to operations and maintenance, effectively communicating and identifying potential threats to safety and reliability such that effective counter measures/corrective actions can be implemented in a timely manner

  • Ensure SCQA is adequately sized, staffed, trained and qualified (as required) to both achieve and sustain higher performance

  • Plan effective periodic self-assessments and oversight activities and ensure findings are promptly dispositioned

Specific Responsibilities:

  • Develop and implement surveillance and inspection processes and procedures in compliance with the Quality Program and framework for procuring materials and services to support the continual operation of nuclear facilities. Institute leading practices in surveillance and inspection and participate in external benchmarking to institute lessons learned

  • Develop processes and procedures to comply with the requirements stipulated in BP-PROG-17.01, and as governed by CSA N285 and N286 series of standards, and ASME NQA-1

  • Act as the senior quality authority responsible for the direction and management of the surveillance and inspection function within Bruce Power, including compliance with CSA N286.1-Procurement Quality Assurance for Nuclear Power Plants. Provide strategic leadership on QA matters related to CSA Z299, ISO, ASME, TSSA, 10CFR50 Appex B and AECB

  • Act as a point of contact for all supplier activities related to surveillance, inspection   including supplier inquiries and dispute resolution. Provide feedback on supplier's performance re: quality/delivery/QA

  • Direct and manage the source and receipt inspection processes

  • Responsible for supplier quality and supplier corrective actions and non-conformance reports

  • Manage the activities of inspection/surveillance staff operating from geographically disperse locations

  • Develop programs and procedures at receiving inspection to ensure that all equipment, components, materials and services are controlled through proper identification, handling and storage, to ensure that quality is preserved

  • Develop client/customer rapport, maintaining knowledge of clients' needs and ensuring that the services provided are meeting their needs

  • Develop, implement and monitor performance measures for the surveillance and inspection functions

  • Establish key process interfaces within and outside Bruce Power, developing and implementing standards and programs for improving the overall efficiency and effectiveness of business and production processes including supporting the nuclear industry supplier audit process and evaluating other nuclear facilities supplier oversight

  • Coordinate inspection requirements in support of outages and redirect resources to meet emergent needs

  • Provide input to the 5-year business plan regarding all issues related to surveillance, and inspection

  • Accountable for financial business decisions to ensure services are provided at the lowest possible costs

  • Provide advice and guidance on all matters related to surveillance and inspection

  • Provide training on QA/CSA/Regulatory procurement requirements

Knowledge and Skills:

  • Proven knowledge of collective agreements and prior experience working in a highly structured unionized environment is preferred

Education and Experience:

  • A four-year university Degree in a related field or by having the equivalent level of education and experience

  • 10 + Years of related supply chain, quality and business leadership experience is required.

  • Proven track record of managing a diverse team of technical/quality specialists in an industrial, manufacturing, highly technical and regulated environment

  • Experience in Nuclear or power sector will be an asset
