Summary

The Survey Consultant provides planning, coordination and direction during all phases of APS survey and right-of-way projects for statewide transmission and distribution power lines, customer construction projects, maintenance projects, communication site projects, boundary surveys, fossil/nuclear/solar generation survey support, legal/accident investigation surveys, and other special projects.  Directly responsible for the scheduling and productivity of multiple survey crews and survey analysts.  Oversees the development of exhibits and legal descriptions and affixes Registered Professional Land Surveyor (RPLS) stamp on applicable maps and documents as required by Arizona State Statutes related to the acquisition or disposal of lands.  Requires both field and office work.  May act as an expert witness on behalf of the company.

Minimum Requirements

- High school/GED plus eight (8) years of experience in surveyor positions or other job-related experience with a minimum of six (6) years of electric utility experience in the capacity of Survey Party Chief, Survey Project Manager and/or Survey Analyst.
- Currently registered as a Professional Land Surveyor in the State of Arizona. 
- Valid Arizona drivers license.

Preferred Special Skills, Knowledge or Qualifications:

Associates or Bachelors degree Survey Technology.
Knowledge and ability to apply the principles of the Public Land Survey System to right-of-way and easement acquisition practices.
Technical competence in modern geodetic, cadastral, and topographical surveying methods and act as a sounding board for technical questions (e.g., statutory issues, survey equipment, software features and requirements).
Working knowledge of APS engineering, construction, Maximo, accident prevention manual (APM), operations, generation, and customer service standards/policies.
Knowledge of FAA, state and company rules for unmanned flight regulations.
FAA Part 107 license.
Demonstrated leadership skills with established written and oral communications proficiency.  

Major Accountabilities

1) Leads department manpower and resources in the coordination of survey projects statewide while interacting with Customer Construction, Engineering, Project Management, State Region, Construction Support Services, Maintenance, Customer Technology and Planning departments.  Provides for a safe working environment by ensuring all safety precautions are in place and tailboards are completed prior to the start of each project.

2) Manages departments workflow by analyzing, prioritizing and scheduling incoming jobs. Assigns work to individual staff members (surveyors and analysts) and monitors their progress towards completion of project deliverables.

3) Develops and directs contractor operations to include creation of scoping documents, request for quotes, bid evaluation, contract award, metrics creation, quality reviews, job scheduling and payment authorization.

4) Performs and oversees data collection using modern Global Positioning System (GPS), high-definition laser scanning, and Light Detection and Ranging (LiDAR) units (e.g., GeoSlam handheld, tripod mounted profile, and drone mounted aerial devices).

5) Oversees and qualifies data integrity of terrestrial high-definition laser scanning, GPS collection and LiDAR point cloud data.  Ensures the translation of three-dimensional data into compatible files for use in customer computer programs.  Provides daily direction to Survey Analysts to ensure a steady workflow of quality data transfer to our customers.

6) Oversees drone operations to include airspace classification, flight restrictions, and operating requirements. Ensures proper flight plans are filed with the appropriate federal, state, and local agencies within the required time frames prior to scheduled flights.  Ensures surface aviation weather observations, aviation forecasts, and convective SIGMETs (significant meteorological information) are monitored.  Ensures all pilots are fully trained, licensed and proper company certifications have been met.

7) Reviews incoming projects to ensure field constructability and minimum standards for staking are met. Analyzes project requirements to determine type and extent of authorizations (easements, right of way, permits, licenses) needed to protect company facilities.  Assists in selection of line route and facility locations.  Researches public records to determine ownership and land rights to be acquired.

8) Conducts research of company records and contacts governmental agencies and engineering firms to obtain legal descriptions, survey maps, subdivision plats and highway/street plans required to complete assigned work.

9) Oversees the development of corporate survey records ensuring that all state and federal statutes are adhered to by personally auditing and sealing with registered land surveyor (RLS) stamp any documents and/or survey maps to be recorded in the offices of the various statewide county recorders.

10) Assists Department Leader with budgeting, hiring of office and field crew members and technical training of employees.

11) Maintains technical competence and remain abreast of advances in survey equipment and methodology through the accumulation of professional development hours by attending continuing educational opportunities sponsored by approved professional organizations.  Mentors staff members seeking professional licensure.
