Job Summary

This position serves as the contract expert responsible for the development, enhancement and implementation of contract strategies, initiatives and successful program sustainment for Generation Construction. 

  • Develops new Construction Contract strategies for emerging areas of procurement.
  • Provides the formulation of sourcing strategies and negotiation pricing, delivery and terms for highly complex and specialized strategic services for procurement and purchasing of complex projects.
  • Ensures the optimization of contract initiatives and leads contract redesign to champion and support best practices.
  • Integrates contract strategies with cost/schedule, contract management processes and systems to achieve effective project control and risk allocation.
  • Provides expert advice and guidance to contract staff.
  • Applies contract expertise to provide oversight and manage complex construction contracts in order to minimize risk and maximize compliance.
  • Defines and communicates procedures and protocols for contract administration.
  • Advises project execution teams when to expect change orders and provide advance notice of issues that may be problematic.
  • Understands the full financial implication of the change orders on the contract value and evaluates impact to provide guidance and make strategic recommendations to maximize and preserve contract value.
  • Understands the relationship of contract on project value and on the project to the company's regulatory recovery strategy.
  • Individual has the understanding and capability to review and respond to regulatory testimony and interrogatories.
  • Individual works closely with negotiating teams, including Legal, Supply Chain, and Business Development, to provide expert advice and education regarding the development of generation construction contracts.
  • Individual will partner with Construction Project Directors, Construction Project Managers, and Project Financial Management Team to ensure that the expected and earned values are recognized and achieved during the life cycle of a contract and the construction project.
  • Individual works and communicates with third party vendors, suppliers, and contractors to ensure compliance to their contractual obligations.
  • Develops guidelines, procedures, standards and protocols for generation construction contracts for project execution teams that summarize the contract, identify potential problem areas, identify important milestones, and provide a visible tracking mechanism.
  • Serves as process redesign cross-functional team leader to develop a successful contract management program and implement best practices, analyzes historical contract outcomes to identity areas for improvement and changes in contract protocols and practices.

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experience required for entry into this job include the following:

  • At least 10 years experience in supply chain management and/or contract negotiation management.
  • Considerable knowledge and work experience in contract management, design and assessment.
  • Knowledge of contract terminology protocols and design.
  • In depth experience in cost analysis techniques.
  • Strong research and analytical skills.
  • Basic knowledge of job specific applications in materials management, corporate finance and accounting.
  • Significant skill demonstration in leading cross functional teams.
  • Strong leadership skills, effective oral and written presentation skills.
  • Skilled in contract negotiation and work management.
  • Effective decision maker.
  • Excellent analytical and problem solving skills.
  • Ability to work closely with various levels of individuals, both internal and external to the organization.
  • Ability to apply good business judgment and to manage multiple priorities.
  • Ability to represent various construction projects and advise team members in negotiation and structuring of contracts, change orders and problem resolution.
  • Previous work experience in supply chain contracts and procurement, or law degree preferred.

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

Bachelor
