About the Opportunity

This is an open position with FirstEnergy Service Co. a subsidiary of FirstEnergy Corp. [FEU]

This position will be located within the JCP&L Territory.

The individual in this position has responsibility to coordinate and supervise pre-construction, construction, and post-construction activities for Transmission and Distribution substation and line projects.

CSC V will generally be assigned to coordinate and supervise larger sized substation and line projects and is expected to be versed in both construction environments.  The CSC V must also be able to mentor others (include knowledge transfer, risk mitigation & quality control) within the FET construction organization.

Responsibilities include:

  • Fostering a high performing safety culture through personal conduct and utilization of human performance principles.
  • Participating with the project team to develop the contractor bid packages and simultaneously assist the team in reviewing the received bids.
  • Participating in pre-bid meetings, document, and follow up on the action points.
  • Performing constructability reviews.  Reviewing the conceptual scope with the entire project team and the project manager.  Conducting preliminary site reviews and gather local expertise feedback on various aspects of the project.
  • Coordinating the material request, need date & location, delivery and verification of materials at the project site, staging, and monitoring for contractor use.
  • Coordinating staking of structures, wetlands and vegetation as part of the project's scope assessment.
  • Ensuring adherance to safety and quality standards and specifications.
  • Inspecting work performed by contractors against design and construction standards. 
  • Documenting project site meetings with contractors that address issues such as safety, performance, quality control, or adherence to construction schedules.                     
  • Ensuring all the stakeholders have necessary permit copies.
  • Maintaining digital / printed copy of the red line drawings of the project site.
  • Participating in contractor evaluation, project review meetings and meetings concerning "lessons learned."
  • Reviewing the construction schedule and outage strategies.        
  • Verifying critical contractor field testing, including but not limited to soil compaction, concrete (slump) testing, cylinder testing, and grounding testing.
  • Performing post energization testing and identify long term incomplete items.

Qualifications include:

  • Bachelors in Construction Management, or related technical field with 8 years' experience in commercial or industrial construction required.  In lieu of degree, 12 years' of experience in commercial or industrial construction required.
  • Ability to provide constructability review feedback for projects through initial and detailed engineering plans review. Proactively identifies potential issues relating to all facets of project construction and safety and offers suitable alternatives to design teams.
  • Ability to lead construction related scope change discussions with vendors' site representatives.
  • Ability to provide expert construction input during the scope development phase of the project.
  • Ability to provide input on the timing of construction activities and milestones during the development phase of the projects.
  • Ability to Mentor junior CSC's in relationship to all Time Management activities. Ability to review schedules and identify unreasonable durations, missing logical links, or potential ideas for improvement on time performance.
  • Ability to provide input on the cost of construction activities, and that related to access, matting, and other means and methods driven costs, during the development phase of the projects.
  • Ability to Mentor junior CSC's in relationship to all Cost Management activities. Ability to review schedules and identify unreasonable durations, missing logical links, or potential ideas for improvement on time performance.
  • Document project quality outcomes and lessons learned in a format suitable for comparison and analysis.
  • Mentor junior CSC's in respect to quality standards, interpretation of quality requirements and other quality control and assurance knowledge.
  • Document project resource utilization metrics and identifies gaps and areas for improvement.
  • Mentor junior CSC's in respect to resource management.
  • Communicate designated staff and vendor responsibilities, authority and personal performance measurement criteria, to ensure clarity of understanding of the work on site.
  • Conduct peer risk review for high-risk projects to ensure all risks are identified, and a plan is in action to mitigate those risks.
  • Mentor junior CSCs on the development and implementation of risk management plans.
  • Mentors junior CSC's on development of Project Communications Plan. Provide quality assurance on completeness of communication plans.
  • Actively participates in initial contractor coordination meeting, closeout meeting, and other major milestone meetings.
  • Provide Supply Chain with scoring and evaluation for suppliers and vendors that includes performance evaluation, lessons learned, and opportunities for improvement.
  • Complete payment and invoice reviews as outlined by FET Policies and Procedures.
  • Conduct regular project assessment sessions with various stakeholders associated within the project.
  • Mentors junior CSCs on stakeholder management practices.
  • Improve understanding and effective implementation of safety management systems enable individuals to increase their knowledge of the speci c ways in which hazards are managed, as well as their ability to apply and implement the actual Occupational Health & Safety (OH&S) processes.
  • Personalize safety outcomes make OH&S more obvious, relevant and emotional for the individual to personalize their role in preventing and eliminating risks and hazards.
  • Engage with sub-contractors in OH&S performance management
