Job Brief

Responsible for analysis of water resources and water rights issues utilizing state and federal water rights laws, regulations and policies pertaining to a variety of water uses, sources and diversion methods throughout Arizona, and negotiation, preparation and interpretation of water resource agreements (water exchanges, water delivery, water facility interconnections, joint ventures, etc.) with other utilities, governmental agencies and private interests.

Job Responsibilities

  • Assists in the development, negotiations, and implementation of Indian water rights settlements.
  • Coordinates the monitoring and assessment of major SRP, regional, state and federal water policy issues with the appropriate state and federal government relations group.
  • Coordinates SRP's engagement with projects potentially impacting SRP's water rights.
  • Monitors Colorado River policy developments for impacts to SRP.
  • Provides strategic and analytical expertise related to policy planning.
  • Prepares written communications materials summarizing multi-faced water issues concisely for internal and external audiences.
  • Researches and analyzes water resource and water rights issues; prepares reports from research with recommended actions for consideration by SRP management and SRP board.
  • Conducts special water rights studies related to the Arizona General Stream Adjudications, acts as project leader in the review of adjudication reports; assists attorneys in the preparation of legal pleadings; and assists in the coordination of adjudication consultants.
  • Negotiates and prepares water resource agreements with other utilities, governmental agencies and private interests.
  • Coordinates internal SRP comments on water agreements to ensure SRP objectives are met.
  • Provides interpretation of water resource agreements to SRP management and other SRP departments.
  • Develops administrative guidelines for negotiated and executed water agreements.
  • Prepares presentations for SRP management and board review and approval related to water rights issues and water resource agreements.

Education

Completion of a Bachelor's Degree from an accredited institution that prepares the employee for the assignment.

Experience

Promotion to Level 2 requires a minimum of two years experience at Level 1; demonstrated capability to perform advanced and more difficult work as determined by the supervisor.  Promotion to Senior Level requires a minimum of three years experience at Level 2; is fully competent in all aspects of functional area of assignment and as such would be recognized as a specialist in area of assignment and may have periodic or occasional lead responsibilities.

A minimum of 5 years of experience in water or natural resources management, administration or policy. Must have knowledge of, and experience in, Arizona water resources, Arizona and western water law. Demonstrated ability to work in cross-functional teams.
