JOB OVERVIEW

Ontario Power Generation (OPG) is looking for dynamic, strategic and results-driven professional to join our team in the role of Site Environmental Advisor.

This position is responsible to provide environmental services to meet the needs of the Nuclear Power Generating station. Provide environmental expertise, oversight and specialized support to achieve performance goals at the Nuclear Power plant/ / Nuclear Waste Management facility. Services may include obtaining and implementing Environmental Compliance Approvals and/or other approvals and permits, providing interpretation and advice on legislation and policies, advising on environmental problems and issues, assessing environmental performance, identifying environmental adverse conditions and assisting in developing corrective actions and coordinating environmental audit activities at the plant/plant group/NWMD. Ensure that regulatory requirements and conditions of environmental permits and approvals are incorporated into station operating procedures. Act as the Environment team liaison with external Regulatory Agencies regarding environmental matters.

KEY ACCOUNTABILITIES 

  • Provide immediate response to Operations and Maintenance staff to support short term action following an environmental occurrence. 

  • Implement and manage the EMS programs at the facilities.

  • Evaluate ongoing environmental performance at operating facilities and identify the need for improved program requirements, standards or procedures. Work with facilities to establish site specific annual performance targets aimed at continual improvement.

  • Establish and maintain effective working relationships with environmental stakeholders at facilities, within OPG and with local environmental regulatory agencies 

  • Monitor the effectiveness of the environmental performance 

  • Establish effective relationships with external stakeholders and regulatory environmental agencies.  

  • Liaise and negotiate with regulatory authorities (e.g., MECP, MNRF, DFO) and the public to obtain and influence conditions of environmental permits, approvals and licenses and to address issues related to environmental compliance and performance. 

  • Liaise with external stakeholders on environmental matters as required, including water management plans for hydroelectric facilities.

  • Represent OPG on external committees dealing with environmental issues; manage positive relationships that enhance the image of OPG, and influence the application of external regulatory requirements to the facilities.

  • Prepare, analyze, and interpret environmental compliance reports for regulatory agencies, and internal performance reports; establish, maintain, and utilize environmental data and reporting systems.

  • Provide specialised environmental advice as required.

  • Interface with environmental specialists staff to provide support to Operations.

  • Provide input to environmental specialist staff, advocacy and governance and reporting function and project as required. 

  • Coordinate activities in support of environmental audits and assessments. 

  • Periodically provide consultants and contractors environmental technical support and information regarding environmental standards and monitor and assess compliance.

  • Advise and report on environmental issues and problems. Develop and implement programs.

  • Provide interpretation and advice on environmental legislation, policies, guidelines and Corporate Procedures.

  • Provide environmental services to help find effective solutions to environmental issues arising from project/capital work. 

  • Provide support for OPG's Environmental Regulatory Deliverables and Commitments important to Project Schedule.

  • Participate with other project team members, including consultants, in the preparation and implementation of project execution plans.

  • Provide input to budgets and business plans. 

  • Work collaboratively with other groups within the environment function and across operational and corporate functions.

  • Supervise staff on a periodic basis providing guidance on specific environmental studies and programs.

  • Perform other duties as required.

EDUCATION

  • Candidate must be a fully licensed engineer in the province of Ontario, or be eligible to be licensed in the Province of Ontario.
  • Requires an engineer science knowledge encompassing subject areas relevant to the environment management of OPG facilities, rehabilitation or modification programs. Requires strong interpersonal and communication skills including relevant computer application knowledge.
  • This knowledge is considered to be normally acquired through the completion of 4 years of University training in the appropriate field, or by having the equivalent level of education.

QUALIFICATIONS

  • Requires experience related to the environmental planning and approvals processes. Requires related experience in the areas of environmental issue identification and resolution, including environmental effects predictions and mitigation for activities related to electricity generation. Requires demonstrated communication and interpersonal skills including team or committee effectiveness.
  • A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.
