General Accountabilities:

The IESO is engaged in various regulatory developments and proceedings. These include development of codes, rate orders, and licences at the OEB as well as matters of significance to the IESO at the FERC and the NEB.  On an on-going basis, the regulatory staff will develop and recommend positions and submission on regulatory proceedings. The Senior Advisor, Regulatory Affairs will participate in the design of IESO fees and the preparation of the related submissions to the OEB for their approval. The Senior Advisor will also monitor and obtain information on industry developments and other ISO practices relevant to the IESO. The Senior Advisor will prepare briefings on regulatory restructuring issues and their implications on the IESO. The Senior Advisor will support the IESO appearance at OEB and other regulatory hearings. The IESO, through its regulatory staff, will participate in Alternative Dispute Resolution processes, conferences and sessions.

Responsibilities:

  1. Formulate views on the impacts on the IESO that arise from developments related to industry restructuring. These include transmission issues, cost allocation, and investment policies.
  2. Develop and recommend submissions for regulatory and other proceedings.
  3. Support IESO appearance at OEB and other regulatory proceedings
  4. Lead the IESO fee design process, including participating in comparisons and benchmarking.
  5. Conduct analyses and assess risks and uncertainties around IESO revenues and fees. Design and recommend appropriate hedging
  6. Contribute to the efforts for unbundling of IESO service components and cost allocation studies when necessary
  7. Conduct studies and analyses in support of the regulatory objectives of the IESO, including analyses of strategic options, research, or special projects.
  8. Request, specify, and develop analytical tools for regulatory analysis.
  9. Keep abreast of industry developments, government policy and regulatory changes and market place developments and determine appropriate regulatory interventions under evolving restructuring and regulatory changes.
  10. Contribute to the Alternative Dispute resolution processes that the IESO is involved in.
  11. Provide periodic/limited supervision to others delegated to assist on certain projects or studies.
  12. Undertake Company business on "away from home" trips as required.
  13. Perform other duties as required.

Selection Criteria:

  • Requires knowledge of power system fundamentals, and understanding of the underlying fundamentals of the electricity sector.
  • Requires knowledge of economics and corporate financial policies to carry out economic evaluations and to compare alternatives and assess results.
  • Requires knowledge of technical writing for preparation and presentation of standards, procedures, specifications, reports, and public participation programs.
  • This knowledge is considered to be normally acquired through the completion of 4 years of University training.
  • Requires experience in understanding electricity sector restructuring, drivers for restructuring, and trends elsewhere.
  • Requires experience in rate or tariff design principles.
  • Requires knowledge of Ontario's electricity restructuring and roles of various participants.
  • Requires experience to be familiar with the operation of power systems, load demands and system characteristics, and dealing with customers and suppliers.
  • Requires experience in carrying out financial evaluations and business risk assessments.
  • Requires experience to be familiar with the scope and responsibilities of the position, organization and operation of related work groups, public participation programs, procedures, practices, and facilities.
  • A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
