Summary

The essential job functions of the New Construction Management Engineer require the employee to serve as the primary contact for residential, commercial, and industrial developers to determine new or expanded service needs.

The New Construction Management Engineer must have knowledge of all company policies, a general knowledge of accepted distribution system standards, and a complete understanding of distribution infrastructure layout serving new customers.

Key Roles & Responsibilities Other duties may be assigned.  Directly or through others, the incumbent will:

  • Under very minimum supervision, prepares plans and operating procedures consistent with good engineering practice.
  • Under very minimum supervision, accurately develops plans, specifications and project management documents and services from inception to completion for expansion of the Oncor distribution system as it relates to new customer needs.
  • Incorporates personnel and public safety as a priority in the planning and operation of system projects.
  • Effectively communicates and resolves almost all issues with other work groups while presenting detailed documentation and plans ranging from moderately complex to extremely complex design.
  • Effectively manages a very large number of projects while maintaining work product quality, reliability, and volume.
  • Understand the application of and effectively communicate the Company's line extension policy related to the expansion of company facilities
  • Provide forecast of work activity and estimated project completion dates to customers.
  • Actively participate in personal development planning and training to expand knowledge and opportunities.
  • Build and maintain relationships with builders, developers, city personnel, and customers to proactively meet customer needs.
  • Resolve any company or customer issues concerning the extension of facilities, and proactively communicate concerns to management in an organized and timely manner.
  • Promotes environmental responsibility, corporate citizenship, and ethical conduct while setting a standard of excellence and ensuring reliable, economical, safe, and timely extension of electric distribution service to meet customer requirements and expectations.
  • Ability to diagnose issues and provide solutions with little to no guidance
  • Understand how the distribution system operates
  • Ability to communicate effectively and work with other internal and external partners/customers for successful project completion and ensuring internal and external expectations are met.
  • Ability to work as a team to accomplish tasks and goals
  • Flexibility to handle issues and problems as they arise
  • Organizational skills to effectively manage a significant number of assignments and projects concurrently while maintaining work quality, reliability, and volume
  • Performs all essential aspects and functions of the job as well as any other specific job requirements or duties, as assigned.

 Education, Experience, & Skill Requirements 

Engineer Associate, New Construction Management

  • Bachelor of Science Degree in Engineering
  • Capable of being licensed as a Professional Engineer in the State of Texas
  • 0-2 years of applicable work related experienced preferred
  • Ability to work independently and on a team
  • Must be flexible, have organizational skills, and multi-task skills to handle diverse types of work
  • Must effectively work across disciplines and functions to achieve common goals and company business purposes
  • Capable of working with people of divergent backgrounds
  • Excellent communication and team-building skills for effective relationships with internal and external customers
  • Ability to effectively communicate complex subject matter and company issues to customers and internal and external partners
  • Demonstrated effective communication and negotiation skills needed to acquire and interface with customers.
  • Basic knowledge of MS Office (Excel, Word, PowerPoint and Outlook)

Engineer, New Construction Management

The minimum education:

  • Bachelor of Science in engineering or computer science meeting the educational requirements for licensure as a Professional Engineer in the State of Texas as outlined in the Texas Engineering Practices Act.

The minimum skills:

  • Generally 2 years of applicable electric utility experience with project management or equivalent required.
  • Must be flexible, have organizational skills, and multi-task skills to handle diverse types of work.
  • Very good communication and team-building skills.
  • Knowledge of the distribution electrical systems and design.
  • Proven effective communication and negotiation skills needed to acquire and interface with customers
  • Knowledge in data analytics and statistical forecasting is preferred.
  • Proficient with MS Office (Excel, Word, PowerPoint, and Outlook), WMIS, CC&B, and WaAM.

Staff Engineer, New Construction Management

The minimum education:

  • Bachelor of Science in engineering or computer science meeting the educational requirements for licensure as a Professional Engineer in the State of Texas as outlined in the Texas Engineering Practices Act.

The minimum skills:

  • Generally 4 years of applicable electric utility experience with project management or equivalent required.
  • Must be flexible, have organizational skills, and multi-task skills to handle diverse types of work.
  • Excellent communication and team-building skills.
  • Very proficient knowledge of the distribution electrical systems and design.   
  • Demonstrated knowledge of project management and experience with new electric construction in residential, commercial, and industrial markets
  • Proven negotiating skills and techniques needed to acquire and interface with customers
  • Requires experience managing multiple projects concurrently
  • Knowledge in data analytics and statistical forecasting is preferred.
  • Proficient with MS Office (Excel, Word, PowerPoint, and Outlook), WMIS, CC&B, and WaAM.

Dimensions

  • Typically manages projects from $50,000 to $1,000,000 in cost including:
  • Meet with customers and collect all necessary information and forms
  • Negotiate and secure all required contracts for electric service delivery
  • Key point of contact both internally and externally for project from inception to close
  • Residential subdivisions and apartment complexes
  • Commercial and Industrial customers

Measures of Success

  • Guides and educates customers on Oncor project procedures
  • Partners with customers to develop realistic timelines and schedule
  • Promotes and encourages safety awareness and provides positive contributions to the safety program
  • Demonstrates the ability to effectively lead and direct the work of others
  • Work effectively with management and other groups to achieve acceptable customer satisfaction
  • Ability to manage projects from inception to close
  • Consistently meet customer service expectations
