JOB DESCRIPTION/RESPONSIBILITIES

The Billing Technical Analyst in Customer Billing will work with our Billing team and IT partners to identify process solutions, new applications or resolutions to problems reported on current applications. They will research and participate in specification reviews for system enhancements & defect remediation.

  • Investigate billing issues as reported by Rates, Customer Billing agents, Business Customer Care. This includes reviewing bill documents in detail, RTP outputs contained in the billing document, MDUS requests returned from IEE, etc.
  • Manage customer set up issues when contacted by Business Customer Care, High Voltage Design and Planning, Electric Meter Operations, Gas Transportation etc. There are many requests from customers for site changes that impact how billing will occur, and this person will have to assess those impacts and recommend the appropriate options.
  • Analyzes and troubleshoots complex applications problems and errors
  • Analyzes functional business requirements and translates user expectations into detailed business requirements, specifications, and success criteria
  • Acts or communicates solutions to problems; answers technical questions and provides guidance to users on system functionalities and methods for correcting problems
  • Develops training materials and handouts; conducts user applications training classes and one-on-one training sessions
  • Plans and coordinates the deployment of new technologies for business solutions
  • Coordinates user acceptance testing for problems identified and identified projects
  • Provide input to alternative solutions
  • Support the United Solutions Testing team in requirement interpretation, test case development, and data mining
  • Tasks may include work on definition and selection of new applications/solutions as well as working on a project team to implement a solution; after implementation, will be expected to provide support for application(s)
  • Identify processes for improvement, document existing processes, identify and analyze gaps between current processes and the desired state, design new processes, and develop process performance measures.
  • Maintain a detailed working knowledge of the assigned area's systems, organization, and business processes
  • Provide process & systems expertise to system users, business partners, and other internal/external customers including trouble shooting issues, as well as, identifying and correcting inefficiencies
  • Continuously strengthen technical knowledge in new and existing technologies
  • Work with IT partners & other business resources to ensure effective communication for solutions development, problem resolution, and provide timely escalation of issues to ensure objectives are met

REQUIREMENTS/QUALIFICIATIONS

  • Minimum:  Undergraduate / Bachelors degree in Business, Management of Information Systems or other related field plus 1 year experience or in Lieu of a Bachelors 6 years experience.
  • Strong knowledge of IT and/or Customer Billing in a SAP environment
  • Strong knowledge of IT and/or Customer Billing in the IEE environment
  • Must have advanced technical analytical skills
  • Strong knowledge of Commercial and Industrial billing, not limited to MV90 and Gas Transportation
  • Possesses knowledge and experience leveraging both business process improvements and IT solutions
  • Proven track record of high performance, innovative approaches to quantitative analysis, and ability to multi-task

Preferred:

  • (1) Master's Degree (MS, MIS, MBA); (2) Business Analytics and Optimization; (3) Lean/Six Sigma certification
  • Lean certification and/or experience with process improvement methodologies
  • Agile methodology
  • Strong negotiation, influencing and consulting skills
  • Demonstrated customer focus - evaluates decisions through the eyes of the customer; builds strong customer relationships and creates processes with customer viewpoint
  • Knowledge of quality assurance principles, processes and testing requirements
  • Effective communication with both technical teams and business functions including written communication, such a writing business and technical requirements

ESSENTIAL FUNCTIONS

Ability to perform UAT testing and utilize technology to perform complex analytical or administrative tasks requiring advanced problem-solving skills.  Ability to follow established standards and procedures, while identifying and researching opportunities, formulate recommendations and subsequently implement approved changes to department procedures.  Communication with internal stakeholders, customers, or outside agencies.  Will lead projects and support corporate or department initiatives. Will Identify processes for improvement, document existing processes, identify and analyze gaps between current processes and the desired state, design new processes, and develop process performance measures.
