Position Purpose

This position manages the environmental regulatory activities for assigned programs and projects.  These activities include project permitting, NEPA coordination, regulatory guidance, governance and oversight, procedures, regulatory interface, regulatory relations, and quality improvement programs.  The incumbent sponsors teams for environmental problem solving and develops reference indicators to avoid noncompliance through predictive assessment.  The incumbent also develops recommendations for policy positions, strategic direction for long-term planning, and performance goals related to these programs.

Supervisory Responsibility

None.  May direct work of up to 5+ different individuals/collaborators, including scientists, project engineers, and managers.

Budget Responsibility

May manage projects that reach up to $1M.

Principal Accountabilities

Serves as an environmental compliance program manager, providing regulatory interface to assigned client organizations.

  1. This position plans, coordinates, and provides programmatic management of assigned organization/facilities environmental regulatory control program for the applicable projects.
  2. Accountable for regulatory interfaces on compliance issues, establishing favorable permit requirements and permit schedule, and resolving significant regulatory issues related to projects within the requisite programs areas.
  3. Accountable for maintaining a thorough knowledge of the environmental compliance and permitting requirements for project construction activities, developing guidance documents and compliance procedures, and is the principal contact for management on environmental issues pertaining to various operations, programs, and projects.
  4. Accountable for developing quality improvement programs to achieve compliance goals, sponsoring and/or supporting quality action teams to address compliance problems, and facility reviews to identify and help address preventable/potential compliance problems.
  5. Responsible for providing consultation and technical support on the resolution of audit findings, regulatory noncompliance, and citizen inquiries related to the program.
  6. Responsible for environmental awareness programs that enhance project employees and contractor knowledge of environmental requirements, promote public support for client operations, and provide accurate and timely information related to the project.
  7. Responsible for program development and management of activities required to fulfill environmental requirements.  This activity includes approval of contracted environmental services to meet clients' compliance activities and ensuring that services budgeted for are performed in a timely, competent, and cost-effective manner.
  8. Performs review of compliance projects, procedures, and reporting practices; evaluates environmental compliance performance and develops reports defining environmental status with regard to legal liabilities and policy requirements.  Develops and manages studies designed to benefit client operations, modifications of permit requirements, and/or modifications in applying environmental regulations.
  9. Responsible for developing and maintaining regulatory relations that promote open discussions, effective communication, and positive relations between the regulatory community, operating facilities and the project.
  10. Develops recommendations for overall program improvement, policy positions, and strategic direction based on his/her knowledge of the regulatory community, public involvement, and facility capabilities.

Minimum Requirements:

Education -  BS in Engineering or Environmental Science discipline or equivalent education and experience.

Experience  - Five to seven years of professional experience in the field of environmental permitting and compliance and power systems operations.

Knowledge/Skills/Abilities  Must have knowledge of TVA operations, environmental laws and regulations affecting TVA operations for applicable media, TVA's environmental policies and objectives and scientific studies and research related to the environmental consequences of VA operations.  Must possess effective communication skills (both orally and in writing), be capable of motivating personnel, and be capable of leading team efforts in problem solving and predictive assessment.  Must demonstrate negotiation skills.  Must be able to evaluate the cost effectiveness of compliance alternatives and take decisive action in the planning and implementation of pollution control activities. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
