Description
Primary Purpose:
Serve as an advisor for operational technology solutions to comply with NERC Critical Infrastructure Protection (CIP) Reliability Standards. Responsible for understanding current and future compliance standards and requirements, along with developing procedures to ensure SDG&E is in compliance for Substation, Electric Transmission and the corresponding operation environments. Facilitate compliance processes to assure regulatory compliance with applicable CIP standards, cybersecurity implications and functions for internal and external audit preparation.

Duties and Responsibilities:

  • Perform field asset verifications for substations to identify, validate and document substation asset classifications for firmware, password integrity and other cybersecurity implications. Develop and document substation asset inventory procedures based on input from the Subject Matter Experts (SMEs). Create, modify and improve policies and procedures to ensure compliance with NERC standards.
  • Serve as a designer, installer, implementer and advisor for IT technical NERC CIP compliance solutions for Substation and Transmission operation environments. Perform cybersecurity change control management and asset management to adhere to NERC CIP compliance requirements for Substation and Transmission operation environments. Manage technical processes and credential management systems across external vendors and functional departments, including Operations, Engineering, IT, OT, Regulatory Affairs, HR, Corporate Security, Cybersecurity and Legal.
  • Collaborate with CIP team, SMEs, and other departments to ensure adherence to CIP requirements. Work closely with software and hardware Subject Matter Experts (SMEs) developing and implementing appropriate policies, procedures and programs to ensure and maintain compliance with CIP Standards. Perform regulatory compliance analysis and interpretations of upcoming and existing standards and participate in the standard development and interpretation of current and future standards.
  • Assist in preparation and maintenance of NERC CIP Reliability Standard Audit Worksheets (RSAWs). Review all applicable RSAWs compliance evidence for accuracy and completeness. Review and validates documentation for accuracy and validity. Contribute to CAISO and WECC audits by preparing data requests and creation of evidence.
  • Perform other duties as assigned (no more than 5% of duties).

Qualifications

Hybrid Schedule:

  • Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
  • Must reside in Southern California or be willing to relocate upon hire

Required Qualifications:

  • Bachelor's Degree Computer Science or Information Systems/Information Technology or related field, or equivalent combination of education and experience. 
  • 5+ Experience or equivalent training and/or equivalent experience.
  • 2+ Practical experience in one or more of the following IT disciplines: Wintel or UNIX server administration, Windows based operating system, Network engineering or support, Information Protection and Security.
  • Class C Driver License.
  • Problem solving skills. 
  • Proficient with computer technology related to the position including, but not limited to Microsoft Office suite. 
  • Must be a self-starter, with the ability to work with minimal supervision and interface with various IT, Telecom, Engineering and Operations, Regulatory Affairs, Corporate Security and Legal departments. 
  • Excellent writing skills and procedure writing experience. 
  • Monthly travel to SDG&E substation locations.

Preferred Qualifications:

  • Knowledge of NERC CIP regulatory standards. 
  • Ability to develop custom software applications that can interface with other applications desired. 
  • Knowledge of high voltage electrical systems and substations.
